You need to have a good image to get a good result from. Basically thats what is needed. if you throw in junk, you mostly get junk out. When I use PowerTRACE in CorelDRAW, I often try to firsst fix the bitmap in Corel PHOTO-PAINT. Work with the various quick Adjustment tools. So I get as good sharp and good contrast as possible. And then run it through PowerTRACE. So, first, IF NEEDED, adjust the jpeg, gif, png you got. And then bring it into PowerTRACE, Also, try using the group objects /curves by colour, and things like that. So you quicker and more easily can combine/organize the final vector result.
