I don't know what flattened or a raster image means, but when you click anywhere on the image, it selects the entire thing, you cannot select individual parts. So I'm guessing that means it is flattened? You cannot select the floral images, or click off of it and select just the text, it is all one giant image. I haven't had any luck with the girl sending it to me in any format other than .psd. Basically, is there no easy way to convert a document from psd to cdr? If there isn't a way to change the document to make it editable, I will keep in mind not to make any purchases that are in psd format! :)
