The disappointement will be severe for X7 users. The further back you go the less will be the disappointment. X8 is really X7.5 and should have been labeled so. They have to pull something out of the bag for X9.! Or do they? They might be quite happy with diminishing returns but higher margins. Maybe the philosophy is to do just enough to keep it running on the latest OS. Fix the bugs when the crowd scream loud enough. Scatter a few grains of corn every now an again so they have something they can call NEW!, and leave it at that hoping to pick up disgruntled Adobe users. That will fail the minute Adobe says enough, we'll sell you the perpetual license again.
